If your customer views an image where the artists is one represented by another gallery, they get a royalty. This strategy means all participate, all have incentive to get lots of customers using the service and changes the role of the gallery to manage the online presense of their represented artists, advertising to the Art-Serve network of customers about artists you represent and perhaps offer a bundle deal to rotate your artists in their site.
